Re Primary School closures?

Closing village schools would mean children who would normally walk to school would have to be driven to further away schools. I thought the government was trying to get kids to excersise more and get their mums to lower their carbon footprints. Are we now susposed to forget about the government's previous recommendations and embrace these latest ones? I'm confused!
