Can any one help me find pros and cons of the 23rd amendment?

i cant seem to find any. the 23rd amendment gave washington D.C. three electoral votes. what are the pros and cons of that? i need atleast three pros and three cons. this is for a school project due tomorrow friday the 14th. please help me!!
