I'm not sure about faxing?

I need to get my certificate of immunization for college from Virginia to Georgia ASAP (I need it for orientation next Tuesday). I'm afraid that if I send it by mail, it won't get there on time. If I go to my local library and fax it, will it get there instantly? Also, will the library allow me to send a fax such a long distance? How exactly does this whole faxing thing work? Pardon me, I'm part of the "e-mail/text for primary communication" generation lol.
