Husband's Fertility Woes?

First of all about 3 1/2 years ago, my husband had this pain, so I rushed him to the emergency room to find out that it was a twisted torsion, the doctor told him that he was not producing anything but fluid, so about 1 year and 1/2 ago, he got a semen ysis done, it showed that he had a count, but it is low. So my question is can it increase with time?
